The article raises the issue of the need to amend the existing regulatory framework regulating the content and requirements for the development of additional general education programs that prepare foreign citizens for the development of higher education programs in Russian, which in turn ought to become the basis for a radical revision of the programs’ content implemented at the pre-university faculties. The materials for this article were the normative documents regulating the pre-university faculties and centers activities, as well as state standards of higher education in “Philology” field (bachelor’s degree). In their research, the authors analyze the curricula and work programs of the disciplines of the philological and the pre-university faculty of the Pushkin State Russian Language Institute. The authors identify the existing problems that arise among pre-university faculties graduates at the beginning stage of mastering higher education programs and propose a number of measures aimed at changing the current situation. The conclusions are drawn that the content of training should be subordinated to its main goal – the readiness and the ability to receive the professional education in Russian, and the communicative interaction between teachers and students of the pre-university faculty should be focused on discussing situations related to the educational and professional sphere of communication.
